[openstreetmap/openstreetmap-website] Account deletion cool-down period (PR #4313)

Can you please give an example of a **specific problem** caused when a user is deleted before their final changeset closed time has passed. I don't think I have any examples of why this might be a problem. If there is one then I'm very keen to know more details.

I need to know this, since if something specifically breaks in this situation, then the user should never be deleted when there are changesets with a closed time that has not yet passed (even when the cool-down period is set to 0). Otherwise, if there's no specific problem, then we should remove all mention of open changesets from this PR, as it makes a difficult topic harder to understand.
