[openstreetmap/openstreetmap-website] Limit number of edits per user and day (#2342)

The DWG members are working day and night to address organized vandalism in Israel, Ukraine, and probably elsewhere in the world. The ease in which these vandals create havoc in OSM is in an unbelievable contrast to the difficulty of fixing that. 

This issue is open for more than 3 years now.

@SomeoneElseOSM's comment is a wake-up call for all of us. It comes from the people who actually clean the sewage in order for the rest of us to have a clean map. It is the moral duty of the entire OSM community, and the people who can drive this issue in particular, to change gears and drive the issue to a resolution.
