If you read it thoroughly, it's not a simple +1, it suggests to approach this issue in an agile manor: start off with something simple, based on the given statistics in this thread, to help prevent the current on going problem, after that, iterate and find more sophisticated ways to improve the mechanism.
This can be easily compared to any cyber/virus attack: it's always easier to attack than to defend, and the more complicated the defence, so will the attack be, it's not a one-time thing we'll be able to solve with a single solution.
We need to start with something and improve it as we go along.
I'll be happy to pitch in, in any way, to push this forward.
