Let's assume I can write decent C++ code and I have the time for "it".
Let's try to nail down what an initial, minimal "it" is required to perform:
1. Is it a limit on:
- The number of changesets?
- The `changes_count` of the changesets?
- The size in bytes of the change data (rate limit)?
- or something else?
2. What are the initial limits?
3. How should they be increased?
I suggest defining the requirements in that order, one by one, rather than mix the discussion.
