Another point to consider is the recovery speed. 

In a [recent revert](https://www.openstreetmap.org/api/0.6/changeset/143319333), 9002 changes were made in 86 minutes, or 105 changes/minute.
The relevant malicious account was able to modify about 250,000 elements in 80 minutes, or 3125 changes/minute
A 1000 changes/hour limit on new users is 17 changes /minute

That means that the revert rate would be more that 6 times faster than the malicious rate instead of being 30 times slower now!
