They were manually identified. I've looked into the user profile pages and classified all accounts that declare themselves to be bot accounts as such. Note that the two goods we are balancing here are
* the first contact for humans should not be bureaucratically repulsive by some arbitrary detection false positive
* malicious actors shall be stopped early enough such that reverts are still easy

In all cases where an account describes itself as being a bot account then a quota might impede the account but will not intimidate the human behind that account, because they then know OpenStreetMap and its rules already since some time. So limiting such an account is not a big issue. If we arrive at a mechanism with a pre-approved bot flag then we even can exempt such accounts from the limit.
