[openstreetmap/openstreetmap-website] Limit number of edits per user and day (#2342)

Do we really believe they are hand editing though?

I'm quite sure that Heinz_V isn't - it's clearly a bot because it uploads whole changesets full of nodes and only later uploads the ways and relations that use them.
