I'm not exactly clear if we're taking about the same thing here. I'm only aware of some settings in osmtools to turn on transaction mode: https://github.com/woodpeck/osm-revert-scripts/blob/master/Revert.pm#L77-L80

It could be that different DWG members are using different settings, depending on the kind of revert, maybe?
