[openstreetmap/openstreetmap-website] Add the ability to rate limit edits (PR #4319)

If you define a Postgres function you can simply hard-code the configuration parameters into the function implementation using a bit of string replacement magic and have RoR recreate the function whenever you want to change the parameters.
