If plpgsql approach doesn't work out... or if future challenges that more sophisticated vandals will throw at OSM outgrow limits of plpgsql...

I wonder if rails needs anti-vandals mechanism at all since vandalism is probably only problem for production instance of osm.org, which will always need CGIMap to handle upload APIs... hence implementing anti-vandalism logic just on CGIMap is good enough...

Just an idea...
