Hmm. I worried that https://github.com/openstreetmap/openstreetmap-website/issues/2342#issuecomment-1694650004 may be overly long and unhelpful, it seems that problem may be that it is too short and incomplete in describing actors/scenarios. I can try to expand it then, if that would be considered as useful.
