[openstreetmap/openstreetmap-website] Use bootstrap form controls for the link and html controls (dc24f6c)

It's more about standardisation - instead of having a custom font-size, it now uses the bootstrap small form control. That way it'll be consistent with other small form controls (like the buttons just above) and consistent if that size ever changes in future (or with RFS etc).
