[openstreetmap/openstreetmap-website] Change traces feed and upload button alignment (PR #4249)

Changes for buttons on traces pages `/user/<username>/traces`.

Originally I just wanted to delete the empty list item `<li class="nav-item flex-sm-grow-1"></li>`, but I ended up doing more adjustments to align the buttons.
