[openstreetmap/openstreetmap-website] Split User settings into different forms? (#3167)

This will allow us to explain to users more clearly that certain settings are public information, even if they don't realise it (like home location).

It seems like I may be a bit late but I'm not sure why the first thought was to split them in three pages instead of a few tabs in the settings  page. Splitting it in tabs should allow for easier finding of the needed setting.
