[openstreetmap/openstreetmap-website] Remove fundraising banner, add State of the Map Europe 2023 banner (PR #4252)

Right but by "old" that meant ones which had passed their end date so were no longer being displayed - the fundraising one has an end date at the end of the year so is still live.
