[openstreetmap/openstreetmap-website] Add Tracetrack Topo as featured layer (PR #4255)

Can I assume this has been approved by OWG? Is there any minutes (or similar) to show that it has been formally approved? I couldn't find any public discussions on either the operations tracker or the OWG website.
