[openstreetmap/openstreetmap-website] Welcome page interrupts Oauth authorization flow for newly created OSM accounts (Issue #4246)

The welcome page does take care of telling the user what our norms are, such as "don't copy other maps" - so I see it as mostly a feature, or as a necessary pain.
