It actually does have the header design - in the left menu there is a list of "Pages" with "SSO v2" with globe image header. Here is the direct link to the second page: https://www.figma.com/file/RqpiQmshkhjTew2Y1MvDn9/OSM-SSO?type=design&node-id=614-151&mode=design.

I replaced the top bar with flash notice, but it shows up above the header, and it is left-aligned.

I am not sure if placing the message bellow the header which includes the tabs would look good: here is an image from dev env:
