[openstreetmap/openstreetmap-website] Scroll down after adding comments to diary entries (Issue #5048)

After posting a reply to a diary entry, the screen stays up at the top of the entry. It should instead automatically scroll down to the new comment at the bottom. That way the user wouldn't have to scroll down themselves, to check to see if they're comment got appended successfully.
