[openstreetmap/openstreetmap-website] Drop support for OAuth 1 (PR #5058)

It would be good if we could keep the database tables for OAuth 1.0a around until the next CGImap release. At the moment, there's still some prepared statement setup executed at program startup ("_Preparing OAuth prepared statements._"), regardless of the command line settings. Once the db tables are gone, it's very likely that CGImap will no longer start up.
