[openstreetmap/openstreetmap-website] Add debug gem (PR #5076)

I just had a single test focussed (with `focus`) so it worked fine. 

But the main thing was that I was reading the official rails guide on how to debug stuff, tried their example, it didn't work and then I was trying to figure out why. I can see why they add stuff to the Gemfile template (instead of as a dependency to the rails gem) but it also makes it easy for us to miss the new recommendations and conventions.
