[openstreetmap/openstreetmap-website] Add locale selector (PR #5077)

Recommendations provided in the https://github.com/openstreetmap/openstreetmap-website/pull/3620 were about using less custom CSS. This PR was updated accordingly. All the custom CSS was removed and the only added CSS code was for the language icon (it's in accordance with the current code style as other icons are implemented in the same exact way). Also, HTML of the last solution was modified to achieve more simplicity and cleaner code.
