[openstreetmap/openstreetmap-website] Disable turbo on all links inside pagination frames except older/newer (PR #5111)

Yes I got as far as discovering that but did not get as far as testing if `turbo_page_requires_reload` on those pages fixed it though it should do.

I guess we need to merge this for now anyway, before the turbo stuff gets deployed.
