[openstreetmap/openstreetmap-website] add "edit" button to mobile version (#2233)

What I want to try:
- add `josm:` scheme to the dropdown #5351
- if it work, make it selectable in preferences
- that's still a problem for those who have *remote control* as a preference; to fix that add another option: *remote control or josm scheme depending on the platform*
