Why not expand the options in the preferences to:
* Auto _(same behaviour as suggested by @gravitystorm )_
* Light
* Dark (if available) _(this option would revert back to Light mode tiles if unavailable)_
* Dark (filter) _(this option will enable the current CSS tile filter against Light mode tiles, or in future whatever better filter can be defined against each of the tiles openstreetmap.org includes)_
Then everyone has an option to view the map tiles in the way that they so wish, and situation can be revisited in future when dark tiles are more widely available for more styles.
It would be better also if these options were:
* Accessible on the homepage in the tile selection menu instead of buried in prefs
* Configurable even for non-logged in user with local storage/cookie
