[openstreetmap/openstreetmap-website] Remove html type from changeset feed entry titles (PR #4522)

Fundamentally I think it was always wrong because changeset comment tags are text and don't permit HTML so while it may have appeared to fix whatever the apparent problem was it was the wrong fix because any escaping was XML escaping of text and not HTML at all.
