[openstreetmap/openstreetmap-website] Re-arrange login and signup screens as discussed in #4128 (PR #4455)

@gravitystorm I have updated the code to look like the proposal in "SSO Proposal V2":
- display the globe artwork on top of "login" and "signup" pages
- use regular bootstrap tabs instead of lined tabs

I think it looks more "OpenStreetMap like" now, hope that works better.
