[openstreetmap/openstreetmap-website] Show blocked api response when interacting with notes (PR #4462)

Fixes https://github.com/openstreetmap/openstreetmap-website/issues/2611.

If the user is blocked, they'll get a warning when trying to interact with a note.

Similar functionality for changeset commenting already exists.
