[openstreetmap/openstreetmap-website] Remove unnecessary api abilities (PR #4482)

Similar to https://github.com/openstreetmap/openstreetmap-website/pull/4478 but now removing things from `api_ability.rb`. Some were copied from `ability.rb`, `:change` was removed in https://github.com/openstreetmap/openstreetmap-website/pull/2486.
