[openstreetmap/openstreetmap-website] Re-arrange login and signup screens as discussed in #4128 (PR #4455)

I would suggest removing the "I consider my contributions to be in the public domain" check box, it has always mostly meaningless and has been kept mainly for sentimental reasons. Redoing the login flow is a, just as good as any other, excuse to let it go at last.
