[openstreetmap/openstreetmap-website] Re-arrange login and signup screens as discussed in #4128 (PR #4455)

My thinking was to use the same place in both flows right above the box. In terms of content both have the same role to play but in a different context so it makes sense to me to use the same place in the UI.
