[openstreetmap/openstreetmap-website] Re-arrange login and signup screens as discussed in #4128 (PR #4455)

- Updated to include #4488 and #4489
- Re-arranged password field in login screen based on @tordans suggestions
- Moved "Sign up to get started contributing" to the top of "Sign in" screen
