[openstreetmap/openstreetmap-website] Remove help.openstreetmap.org from /help (Issue #4497)

The OWG has taken the decision to retired help.openstreetmap.org from the 1st March 2024. 

Please can the "Help Forum" entry on [/help](https://www.openstreetmap.org/help) please be removed as soon as convenient.

Potentially the existing "Community forum" link can be renamed "Help & Community forum".
