[openstreetmap/openstreetmap-website] Re-arrange login and signup screens as discussed in #4128 (PR #4455)

I've put up a test site at https://signup.apis.dev.openstreetmap.org/ for people to try.

It doesn't have any third party logins configured though which limits things a bit, but they wouldn't work without registering a whole bunch of apps with different callbacks on all the services.
