[openstreetmap/openstreetmap-website] Re-arrange login and signup screens as discussed in #4128 (PR #4455)

I was only saying that I thought we should keep the text - we can certainly consider where best to place it.

One thing I noticed using the live site is that it's a bit odd the way the tab panel moves up and down when you switch between login and signup - maybe we should move the text above the panel inside it on the signup page? or just leave blank space there on the login screen so they line up?
