[openstreetmap/openstreetmap-website] Add oldest/newest links to shared pagination - with gaps around "newer" and "older" v2 (PR #4734)

This is the version that meets most of the requirements:

- newer/older links next to each other [[2]](https://github.com/openstreetmap/openstreetmap-website/pull/4729#issuecomment-2080362039)
