[openstreetmap/openstreetmap-website] Allow blocks to be hidden (Issue #4940)

Mods can already revoke user blocks: https://github.com/openstreetmap/openstreetmap-website/blob/master/app/models/user_block.rb#L65-L73

Maybe this could be used to hide them or not count them.
