[openstreetmap/openstreetmap-website] Replace sign up, terms and confirmation illustrations with SVG (PR #4793)

I merged it with `background-position-x: 70px;`. It restores existing positioning that is not quite correct, but fixing it shouldn't depend on going from pngs to svgs.
