[openstreetmap/openstreetmap-website] Support dark mode in notes and tags tables (PR #4700)

A [blue font color on a dark blue background](https://private-user-images.githubusercontent.com/4158490/322282583-f7c3c843-d7a3-46bb-96f9-318eb7d94e7c.png) is not a reasonable choice.
Please think about people with imperfect eyesight. There should be more contrast. Could you restore [the previous color](https://private-user-images.githubusercontent.com/4158490/322282661-0b2948db-acc0-4865-ad4c-cbe2fcd43aea.png)? What was wrong with it?
