[openstreetmap/openstreetmap-website] Retire activerecord-import gem? (Issue #4994)

Back in the days we've added this gem to speed up trace points imports. https://blog.saeloun.com/2022/07/26/rails-6-insert-all/ says this is outdated and supported by rails out of the box.
