[openstreetmap/openstreetmap-website] Restrict username changes (ex. once a year) compared to "no wait-time needed" (Issue #4065)

OSMF privacy policy states, users can change their user name at will (see https://osmfoundation.org/wiki/Privacy_Policy -> section "How can you control the processing of your data and reduce privacy related issues"). It doesn't mention any restrictions, like changing the name once per year only.
