[openstreetmap/openstreetmap-website] Replace sign up, terms and confirmation illustrations with SVG (PR #4793)

This overlap with tabs on small screens looks wrong:

Maybe its possible to replace css `background-image` with `<img>` and put it in a flex container next to the tabs?
