[openstreetmap/openstreetmap-website] Element listings should have an XML link even when they time out (#1453)

Nothing wrong with having a link on a timeout page. Timeouts can happen anywhere, not just on element history page.

Timeout pages are currently broken, see #4617. But if they get fixed, we may add the link.
