[openstreetmap/openstreetmap-website] Enhancement: Move /export/embed.html zoom controls to top right (#617)

I don't know why I wrote that previous comment...

Yes, `/export/embed.html` has zoom controls in top left corner. But the main pages also may have the controls in that corner, in rtl mode. Do we also need rtl mode for the embed page?
