[openstreetmap/openstreetmap-website] Rename api old element actions and path helpers (PR #4557)

I removed `resources` because it isn't the main point here. I only put it because earlier I was [told to do so](https://github.com/openstreetmap/openstreetmap-website/pull/4248#discussion_r1326279791). This is just three lines which I can add later if required.
