[openstreetmap/openstreetmap-website] Re-arrange login and signup screens as discussed in #4128 (PR #4455)

I haven't seen this issue mentioned yet, if it has, apologies. Testing on mobile or with a reduced width browser on the test instance I get if I re-click the  menu button.

To re-create: start on the map screen, then click the menu button, click Log In or Sign In, then click the menu button again,. Not a big drama, just slightly weird looking.
