[openstreetmap/openstreetmap-website] Move current element actions to their own controllers (PR #4579)

Turns out this missed the case of containing relations for ways and relations, which I fixed in https://github.com/openstreetmap/openstreetmap-website/commit/b42c2608b14d344ca4f9771225c21808acc77dcc and https://github.com/openstreetmap/openstreetmap-website/commit/065e9d217f380907f02a2223e317103e51e2081a.

So I guess we need to make sure the tests have some containing relations for each object type...
