[openstreetmap/openstreetmap-website] Add mouseover for node lists (Issue #4183)

I've never contributed to the OSM website codebase so I don't know how to get a dev server or the best way to pass structured data from `.erb` to JavaScript. For a simple but very inefficient solution I could just traverse the DOM for IDs and call `map.addObject` to get the data by AJAX on every hover.
