[openstreetmap/openstreetmap-website] Add mouseover for node lists (Issue #4183)

This one will probably always be client side though but I don't think it needs any extra data that isn't already present on the client, it likely just needs some javascript  - the client already has the geometry for the ways which includes all the node positions.
