[openstreetmap/openstreetmap-website] Dark Mode (#2332)

Just to note that the Community Forums support dark mode (I think natively through discourse) which results in quite a jarring experience when logging in as https://www.openstreetmap.org/login doesn't support dark mode.

Presumably it's a little easier to enable dark mode for these auxiliary pages rather than the main map?
